WarHawk Recruiting Badge...

Every time i waste 30 minutes trying to get the WarHawk Recruiting badge because it wont Fuc**** give it to me. I do all the requirements but the system still doesnt give it to me.
Has this happened to anyone else?
Anybody know how i can fix this?
